The best drone engineering firms in California in 2026 are Aerora Technology, Anduril, General Atomics Aeronautical Systems, Shield AI, Skydio, Neros, Firestorm Labs, ModalAI and Zipline. All nine are headquartered in California and do their core drone engineering in the state.

They are not interchangeable. Some design products for other companies, some sell finished aircraft, and some supply the electronics or autonomy software that other drones run on. Where they build also varies: several build in California, while others build in Ohio, Texas or Vietnam. We note that for each one because FCC rules now treat foreign-produced drones differently.

Aerora Technology

Best for
OEMs that need an engineering and manufacturing partner rather than a finished drone.

Aerora is a Santa Clara ODM. It designs, develops, manufactures and scales autonomous aerial, ground, maritime and robotic products for OEMs. Engineering leadership, program management and RMA support are in the U.S., and manufacturing is in Vietnam. Its engineering covers ADRC flight and gimbal control proven on multirotor, fixed-wing and tilt-rotor platforms. It also covers FOC ESCs, which Aerora describes as sensorless, patent pending and running 60,000 calculations per second, and gimbal stabilization that Aerora rates at +/-0.005°. Electronics work spans Qualcomm, NVIDIA, Rockchip, Intel, TI, ST and Ambarella platforms, with embedded Linux and Android BSP support. Aerora builds to NDAA (FY2020 §848 / FY2024 §1823-1826) sourcing requirements. See engineering and ODM services.

Worth checking: Aerora’s hardware is built in Vietnam, so ask for each product’s FCC authorization and exemption status. Aerora is not on the Blue UAS list.

Anduril

Best for
Defense programs that need autonomous aircraft at scale.

Anduril is headquartered in Costa Mesa. Its portfolio includes the Fury autonomous fighter, Roadrunner drone interceptors and Barracuda cruise missiles. Production of the YFQ-44A Fury for the Air Force’s Collaborative Combat Aircraft program started in March 2026 at Arsenal-1, its new factory near Columbus, Ohio, and the first Ohio-built Fury was finished in July. Arsenal-1 is planned to build Roadrunner and Barracuda as well.

Worth checking: Anduril sells its own systems to governments. It is not a design-for-hire partner for commercial OEMs.

General Atomics Aeronautical Systems

Best for
Long-endurance and large uncrewed aircraft.

GA-ASI builds the MQ-9B SkyGuardian and SeaGuardian and the YFQ-42A Collaborative Combat Aircraft. It runs a 5-million-square-foot manufacturing operation in Poway, where it builds more than 100 aircraft a year. The YFQ-42A first flew in August 2025 and returned to flight testing in May 2026 after software updates. GA-ASI is also adding long-range standoff weapons to MQ-9B.

Worth checking: GA-ASI works on large aircraft for government customers, so it is not a fit for small commercial drone programs.

Shield AI

Best for
Adding autonomy to existing aircraft, or buying a proven VTOL drone.

Shield AI is headquartered in San Diego, which is also its core R&D hub. Its Hivemind AI pilot flies aircraft with no human input and is sold as enterprise software for Shield AI’s own aircraft and for third-party platforms. The V-BAT VTOL drone is built at a facility near Dallas, Texas, that came with its 2021 purchase of Martin UAV.

Worth checking: V-BAT is built in Texas and Hivemind is software. Confirm what work is done in California for your program.

Skydio

Best for
Public safety and defense buyers that want a U.S.-built small drone.

Skydio designs its drones in San Mateo and builds them in Hayward, where Manufacturing Dive reports it runs four manufacturing facilities. Products include the X10, X10D and Skydio Dock. In April 2026, it announced a $3.5 billion, five-year U.S. investment, including a factory five times the size of its current manufacturing space. It also launched SkyForge, a program that brings suppliers into its production space.

Worth checking: Skydio sells its own products. It does not take on outside design work.

Neros

Best for
Military buyers that need FPV drones in large numbers.

Neros is based in El Segundo. Its Archer FPV drone adds autonomy features such as terminal guidance and GPS-denied position hold. Archer Block 2 is modular, with 5-, 8- and 10-inch configurations. In July 2026, the U.S. Army announced a five-year contract worth up to $500 million for Archer drones under its Purpose-Built Attritable Systems program. Neros is planning Project Millennium, a 250,000-square-foot factory in Torrance built for up to a million Archers a year.

Worth checking: Neros builds its own FPV line. Check delivery slots, given the size of the Army order.

Firestorm Labs

Best for
Defense units that want to build drones close to the mission.

Firestorm Labs is based in San Diego. Its xCell is a containerized factory that can print drone systems in under 24 hours and build about 50 drones a month per unit. That lets military customers make aircraft, payloads and spare parts wherever the container is set up. Firestorm raised $82 million in April 2026 and holds a U.S. Air Force contract worth up to $100 million.

Worth checking: Firestorm’s model is built for defense. Commercial OEMs should confirm fit and access.

ModalAI

Best for
Drone makers that need a U.S.-built autonomy computer or autopilot.

ModalAI designs and builds its VOXL autonomy computers, flight controllers and reference drones in San Diego. It assembles circuit boards in Carlsbad and Santa Ana. Hundreds of active drone designs use VOXL 2, and ModalAI also offers custom design services. It has held Defense Department contracts worth more than $35 million to develop next-generation autopilots.

Worth checking: ModalAI supplies electronics and reference aircraft. Pair it with an airframe partner for a complete product.

Zipline

Best for
Health systems and retailers that want autonomous delivery.

Zipline is headquartered in South San Francisco and builds its Platform 2 aircraft there, in what it calls the largest autonomous aircraft manufacturing facility in the U.S. The site runs 12 production lines and tests every unit at the end of the line. Zipline says it has completed more than 2 million commercial deliveries, and it raised more than $600 million in early 2026 to expand in the U.S.

Worth checking: Zipline runs a delivery service. It does not build aircraft for other companies.

Match the firm’s model to your need. ODMs such as Aerora design and build products for your brand. Electronics firms such as ModalAI supply the flight computer. Aircraft makers such as Skydio or Neros sell finished drones. Then check build location, FCC authorization path and NDAA sourcing for each option.

Do California-designed drones need FCC exemptions?

It depends on where they are produced. Since 22 December 2025, foreign-produced drones and critical components need an exemption for new FCC equipment authorizations. The exemptions cover the Blue UAS list, Buy American domestic end products (through 1 January 2028) and DoW or DHS Conditional Approvals. A drone designed in California but built abroad needs one of these.

What is the difference between NDAA compliance and FCC approval?

NDAA sourcing rules restrict which components and drones federal agencies can buy and operate. FCC Covered List rules decide whether a product can get a new equipment authorization at all. They are separate checks. Our guide to NDAA and Blue UAS requirements explains both.
